Discussed and worked with @gigony on preparing the changes (a larger set than just the release notes due to the jupyter notebooks and docs pulling the notebooks).
All necessary changes required for release v3.0.0 are in the PR, and once merged, repo will be tagged and v3.0 branch created by the release script.
