Text To Speech feature added

Hi thanks for updating the master branch, i implemented a text-to-speech feature with sliders for speed, pitch and volume, i stopped playing for a while, but recently i bought the new exp and im back to the game, since i dont like reading a lot of texts over the quests, i just skip them and listen while a i play the game.

*I put in the general tab

I used google tts api for get audio, NAudio library for play audio and soundTouch for audio effects.

Do you think you can update this with the latest version? i'm having some problems doing it by myself :c
