not asked to download latest tkn when tekton only gets available while plugin is running

Steps:

1. ASSERT: have an outdated tkn binary
2. ASSERT: have minikube without tekton
3. EXEC: launch intellij-tekton
4. ASSERT: tree says tekton is NOT installed
5. EXEC: install tekton from https://github.com/tektoncd/pipeline/blob/main/docs/install.md#installing-tekton-pipelines-on-kubernetes
6. EXEC: once it's installed, refresh the tree
7. ASSERT: tree now shows tekton items

Result:
I was never prompted to update the tkn binary

Expected result:
I should get prompted to update the tkn binary
