Describe the bug

Creation of an openSUSE tumbleweed arm64 linux machine fails with

[-32098] create 'tumbleweedarm': setup: machine didn't start in 30s (missing IP address)

Creation of an amd64 tumbleweed machine works fine.
Same for example with ubuntu 24.04.

To Reproduce

Run

orb create -a arm64 opensuse:tumbleweed tumbleweedarm

or create one via the UI.

Seeing:

[-32098] create 'tumbleweedarm': setup: machine didn't start in 30s (missing IP address)

Expected behavior

Working linux machine.

Same issue creating an arm64 Fedora 41 VM.

[-32098] create 'fedora': setup: machine didn't start in 30s (missing IP address)

Fixed for newly created machines. There was a bug in the openSUSE Tumbleweed arm64 images.
