More general line-wrapping options

There is already an option for markdown #1085
This was also previously discussed for code blocks in #327

I have a single monitor so I often organise two windows side-by-side and overflows are more likely to happen.

I would find it convenient if there was an option to toggle line-wrapping for:

• Code blocks
  • When VSCode was the editor we could toggle it with Alt+Z, however I could not find such a shortcut for CodeMirror
• Cell IO (e.g. IO.puts) and cell result

What do you think?

I think we can bring Alt+Z. As for cell IO, wrapping is tricky because we do virtual scroll, so we need each line to have the same height, that's why we don't wrap.
