Motion Detection and low-level properties inside H264 decoder

I'm a last year student and I wanted to implement a simple project which uses motion detection and streaming inside. I was really surprised when I saw you have used H low level data inside 264 encoder. Am I correct?! With MMAL we could use hardware accelerated low level data? And it is kept on RPI4 and H265?

I would appreciate it if you could answer my questions...
