Version management a la changeset

Changeset is such a great tool for versioning packages, create markdown changelogs and help you with publishing your package's changes.

Currently there is a request to add jsr support, changesets/changesets#1318

But wondering if something like this so close to packages and versioning shouldn't be part of jsr.

Would be great to have built-in support for something that most teams struggle when managing and versioning their packages.
