feat: test dashboard project

TODOs

• In the master branch, every commit should trigger CI to test the dashboard (submodule's commit ID).
• When releasing a new APISIX version, we should update the dashboard submodule's commit ID and run dashboard's test cases.

I think the better workflow should be:

For the first one: Each APISIX commit merged into master -> build and push the dev image -> dashboard periodically (currently 10 a.m. UTC+8) executes the test tasks. -> If there is a problem with the scheduled CI, fix it.

For the second one: Add a workflow_dispatch to the dashboard, and execute the test again before APISIX is released. If there is no problem, update the dashboard's commit id in APISIX.

Remarks:

We need to request the ASF Infra team to add Docker Hub credentials for the APISIX repository. This repository is now not authorized to push images.
