Update VOTO cdl with instruments (#189)

* add instrument variables and change time encoding * rename cdl and add it to readme * institution >> agency * link variables to their sensors * dtype optimisation * dtypes agree in min and max * sea076 in lowercase following convention * comment that this is a truncated dataset following @castelao
