Enable loopback on the Windows 10 IoT Core.md

Before use app, enable loopback on the Windows 10 IoT Core (Before version 10.2):

checknetisolation loopbackexempt -a -n='XServerIoTOnboardTaskProject-uwp_39mgpzy4q2jkm'

1) Open in the Device Portal (In the IoT Explorer - https://www.intellisense-iot.com/downloads)

Default Username and Password: Poweruser,IoTServer1234

2) Run command (checknetisolation loopbackexempt -a -n='XServerIoTOnboardTaskProject-uwp_39mgpzy4q2jkm')
