How a deployment is counted

How is a deployment counted? Is it the completion of the workflow defined in the argument in the action or merely pushing to the branch being analyzed? The reason I ask is that I added the action to a workflow and it appears to be counting each run of the pipeline it's analyzing rather than each passing run. Can you explain how this works a little better?

A deployment should be a successful completion of the workflow - with the assumption that the workflow is doing a deployment.

I believe you've found a bug - this should be:

"https://api.github.com/repos/$owner/$repo/actions/workflows/$workflowId/runs?per_page=100&status=success"
